Cake - Cream the butter and sugar until the sugar is dissolved, then beat in eggs until fluffy. Make a paste of the cocoa and food coloring, then beat into the creamed mixture. Add the buttermilk and salt, alternating with the flour. Add vanilla and mix in, then fold in the soda and vinegar (hold over the bowl while it foams). Beat well, the pour into to prepared 9" cake pans.

Bake at 350 degrees until done (about 25 minutes).

Frosting - Cook flour and milk until thick and smooth, then cool. Cream the sugar, butter, and vanilla until the sugar is dissolved. Beat until fluffy, then blend in the milk mixture. Frost all four layers.
