In a saucepan, combine apples, raisins, pecans, sugar, water, and cook and stir till thickened and apples are tender. Set aside. Cream butter and brown sugar till fluffy. Beat in eggs. Sift together dry ingredients and add to creamed mixture alternating with milk. Stir in oatmeal. Set aside about ¾ cup of dough. Drop rest by spoonful on a cookie sheet. Indent and put apple filling inside. Add dot of dough on top of filling.

Bake 375 10 - 12 minutes.
